一、项目情况/Overview of the Program

1. 项目简介/Introduction

　　为进一步加强福建省与世界各国的友好交往，深化国际友城对福建的了解与认识，福建省人民政府外事办公室与福建省教育厅于2013年开始实施福建省人民政府外国留学生奖学金来闽留学项目，面向国际友城、友好交流地区招收学生在福建高校进行学习交流。迄今为止，已有日本长崎县和冲绳县、泰国孔敬府、老挝琅勃拉邦、波兰奥波莱省、印尼中爪哇省、韩国江原道和全罗南道等友城派员参加，深化了福建省与各国际友城、友好交流地区间的相互了解，推动了双方友好关系向前发展。

　　Since 2013, Foreign Affairs Office of Fujian Provincial People’s Government (Fujian FAO) and Fujian Provincial Department of Education (Fujian DOE) have launched the scholarship program to foreign students in the province for closer friendly exchanges between Fujian and other countries around the world and deeper understanding about the province. It is open to students from Fujian’s sister provinces or states, or friendly exchange regions to study in institutions of higher education of the province. So far, we have had students from and Nagasaki and Okinawa of Japan, Khon Kaen of Thailand, Luang Prabang of Laos, Opole of Poland, Central Java of Indonesia, and Gangwon and South Jeolla of South Korea. They all made contribution to the mutual understanding between Fujian and their own provinces or states or friendly exchange regions, and to the progress of two-way friendly exchanges.

2. 留学内容/Program Curriculum

　　学习汉语和中华文化有关知识，并深入了解福建省经济社会发展情况。

　　Students will be offered Chinese language and culture classes and opportunities to deeply understand the economic and social development of Fujian.

3. 留学时间/Duration

　　语言学习生：2023年9月至2025年7月（汉语进修，建议选择福建师范大学）

　　Language learners: from September 2023 to July 2025 (It is advised to choose Fujian Normal University for the non-degree Chinese Language Learning Program)

　　学历生：2023年9月起至学业完成（所选专业有可能根据申请者中、英文水平及学校专业设置实际情况进行调整）

　　Academic students: start from September 2023 and end when degree requirements are all finished (Majors for degree programs are subject to adjustment with consideration of applicants’ Chinese and English levels as well as the programs offered by the universities)

4. 奖学金资助内容/Scholarship

　　学费、住宿费、综合医疗保险费、生活补贴（生活补贴按2000元/月，一年发放11个月）等由福建省人民政府奖学金资助。

　　Tuition, accommodation expenses, comprehensive medical insurance, and allowances (allowances are granted for 11 months each year with RMB 2000 monthly) are covered by Fujian Provincial People’s Government Scholarship.

       二、申请条件/Application Requirements

　　1、由驻外使领馆，国际友城、友好交流地区政府推荐；

　　Recommended by Chinese diplomatic and consular mission, governments of Fujian’s sister provinces or states, or friendly exchange regions;

　　2、具有一定的中文或英文日常生活会话基础；如申请硕士研究生及以上学位，需提供汉语水平考试（HSK）5级以上、英语托福85分以上或雅思6.5分以上的成绩证明。

　　Basic Chinese- or English-speaking skills; proof of HSK (Level 5 or above) , TOEFL report (85 or above) or IELTS report (6.5 or above) is required if apply for a master degree or above.

　　3、具有大专以上学历;

　　Junior college degree or above;

　　4、年龄一般不超过45周岁。

　　Less than 45 years old.

　　三、申请人提交材料/Application Materials

1. 驻外使领馆，国际友城、友好交流地区推荐信；

　　Letter of recommendation from Chinese diplomatic and consular mission, governments of sister provinces or states, or friendly exchange regions;

2. 入学申请表；

　　Admission application form;

3. 护照首页复印件；

　　Copy of the page of personal information;

4. 最高学历证书和成绩单复印件。

　　Copy of the highest academic certificate and the school report.

　　四、注意事项/Notes

　　2、国际往返机票和在中国境内转机费用由申请人承担。

　　Expenditure on international round-trip flight tickets and flight connection in China are excluded and should be borne by students.

3. 留学期间的膳食费、水电费等由申请人承担。

　　Expenditure on meals and utility bills during the duration in school are excluded and should be borne by students.
